17.0 DELEGATION OF CONTRACTING AUTHORITY
17.1 Delegation. While the CO is responsible for ensuring that the Agency's procurements comply with this Policy, the CO may delegate in writing all procurement authority as is necessary and appropriate to conduct the business of the Agency.
17.2 Procedures. Further, and in accordance with this delegation of authority, the CO shall, where necessary, establish operational procedures (such as a procurement manual or standard operating procedures) to implement this, Policy. The CO shall also establish a system of sanctions for violations of the ethical standards described in Section 3.0 herein, consistent with Federal, State, or local law.
